For readers who try to imagine that the Idaho Office of Emergency Management is somehow civilian, it’s not. It’s military (see Profiling Martial Law Rule in Idaho).

For those of you who think that somehow it is controlled by Idahoans, it’s not. Of its budget of $24 million, $22 million comes from the federal government (Appendix A).

For those of you who believe that somehow these emergency management agencies exist to help you, ask the survivors of Hurricane Helene (Civilian Suppression).
